On the 7th of September Vitaliy Shapovalenko, Energy Efficiency Institutional and Policy Expert of iC consulenten Ukraine, spoke at the Legal Committee of the Ukrainian Real Estate Club, dedicated to “New DBNs (National Construction Standards) and energy efficiency: opinion of lawyers and experts”.
Vitaliy told about the impact of the new Law “On the energy efficiency of buildings” on activity of investors and developers and how it will be reflected on the comfort of the Ukrainians.
Vitaliy noted that in accordance with the Law, energy certificate is a part of energy passport, which is prepared as part of the design documentation. Therefore the Law does not anticipate mandatory requirement to carry out energy certification after commissioning, but can be done at owner’s discretion.
Vitaliy also mentioned that the increased requirements to energy efficiency and specifically insulation of buildings are valid since 2006 – time when DBN В.2.6-31:2006 was adopted. The DBN was renewed and adopted in new edition in 2016, which is fully compliant with the European standards.
Therefore, the energy certification requirement, as such, would not affect neither the work of developers nor the cost of design documentation or building construction in general.
