Elena Rybak moderated the Energy Day, dedicated to the reduction of energy efficiency project cycle

On 11th of June 2018, annual Energy Day took place in Kyiv. This year the event was dedicated to energy efficiency and entitled: Policy Dialogue 2018. “Energy Efficiency From Idea to Implementation: How to Bridge the Gap?” in partnership with GIZ, iC consulenten Ukraine and Celyx. The Energy Day is organized by the European-Ukrainian Energy Agency.

The discussion was supported by the leading experts of the sector, among them: Elena Rybak, Board Member of the European-Ukrainian Energy Agency, Managing Director of iC consulenten Ukraine; Sergiy Savchuk, Head of the State Agency on Energy Efficiency and Energy Saving in Ukraine, Johannes Baur, Head of Operation Section 3 “Economic cooperation, energy, infrastructure and environment” of the Delegation of the European Union to Ukraine; Julia Shevchuk, Chief Investment Adviser of Nordic Environment Finance Corporation (NEFCO); Sergiy Maslichenko, Associate Director at European Bank for Reconstruction and Development; Ima Khrenova-Shimkina, Deputy Director of the Project “Energy Efficiency Reforms in Ukraine”, carried out by GIZ on behalf of the German Government; Maxim Vereshchak, Key Expert, The Covenant of Mayors Program Demonstration Projects Support Team; Svyatoslav Pavlyuk, Head of the Board of the Association of Energy Efficient Cities.

Elena Rybak moderated the event. She described the acute problem, which slows down the development of energy efficiency in the country – long lasting cycle of projects` preparation and implementation.

Under current procedure, the preparation of energy efficiency projects should take 22 months. However, practically the procedure takes much longer. “Today according to the Ukrainian scenario, the preparation can take up to 40-66 months. Often projects are delayed at the stage of approval by state institutions – said Elena Rybak, Member of European-Ukrainian Energy Agency, Managing Director of iC consulenten Ukraine, – according to her, due to variety of formal, technical and procedural reasons as well as established time frame of 30 days approval, time loss becomes crucial and disables factual implementation of the project. The categorization of reasons for non approval or return of applications, could become one of the elements for shortening of these bottlenecks.

Among other reasons influencing the development of energy efficiency projects the speakers named:

  • Imperfection of tender procedures
  • Lack of standardized types of energy efficient projects
  • Low qualification of project participants
  • Imperfect taxation, pressure from law enforcement agencies, etc.

Full list of suggestions for energy efficiency project cycle in Ukraine and ways for improvement will be presented in the Position Paper of the European-Ukrainian Energy Agency. Experts of iC consulenten Ukraine are taking part in preparation of this document.
