On August 7, 2015 in the Cabinet of Ministers of Ukraine with the participation of Minister of Infrastructure Andrey Pivovarsky, iC presented the final report under the pilot project on independent Assessment of the Quality of Road Maintenance Works in Kiev region. During July 2015 our independent experts evaluated the quality of patch repair, implemented in 2015. Nine different roads of international, national and regional level had been visited. There were 22 spot checks of already performed works and two site visits where repair work was in progress. In addition, experts checked the performance statements issued by Ukravtodor and did several core drillings on routes Kyiv – Odesa, Kyiv – Sumy – Yenakiyevo, Borispol – Dnepropetrovsk -.
Experts noted that patching repair in general has a good quality. However, the approach to the organization of works is wrong. Based on the experts’ conclusion, there are two main problems observed: first is the lack of Ukravtodor latest information on the operational condition of roads, second – no single algorithm for determining which repair method shall be used and on which type of road section. Solving these problems and proper planning will give the possibility to allocate the state funds more effectively.
Ministry of Infrastructure will take our findings as a basis for the preparation of technical documentation for future national project on road repairs quality assurance.
