Meeting the challenges in energy efficiency improvement of the national economy requires studying and implementation of international best practices in launching and funding energy efficiency projects with the use of ESCO mechanism in Ukraine. Despite the effectiveness of these mechanisms in the developed countries during the last 40 years, ESCOs are not widely spread in Ukraine due to the existing legal, economic and financial barriers.
New publication “Energy Service Contracts: opportunities and prospects in Ukraine”of the project “Establishment of Energy Agencies in Ukraine”, which Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is implementing on behalf of the German Government, and Arzinger Law Office summarizes and analyses international and national experiences of implementation of energy service contracts, provides overview of the current European and Ukrainian legislation, as well as suggests solutions to overcome existing barriers to implementation of ESCO schemes in Ukraine.
