Until 2019, only 10 percent of the population in Ukraine could find protection in shelters with proper characteristics. At this point, the issue is crucial – shelters is the key topic for the country in wartime.
Mykyta Tymoshenko and Stanislav Konyk studied the shelters’s condition in Ukraine, the experience of other countries and which steps have already been taken in Ukraine to ensure proper shelters to people.
